Possibly this situation is well suites too the "take it back" method of waste diversion. Farmers who use bulk supply of fertilizer and soil ammendments should not be impacted. Fertilizer users who purchase in plastic bags (biodegradable or not) should be subject to returning the bags to the supplier and the original supplier/manufacturer should have to accept the returned bags on their next shipment similar to the way wooden pallets are now handled. Of course wood pallets are of value in themselves. It probably is necessary to use a deposit system for bags and other plastic containers to ensure return to point of sale. This would be a simple set of transactions based upon a single sales reciept.the audit trail for manufacturer, wholesaler, retailer, end user - bags in bags out.
Otherwise under the MOE proposal, how much of the 42 cents will be left to actually pay for handling and recycling?
