Placing caps on RMP is exactly the same thing as locking the barn door after the horses have escaped. Continuing to have RMP be an advance on (or claw-back of) the Provincial portion of AgriStability is, and always has been, a far-more effective "cap" on RMP than any cap government could invent now - yet too many farmers, and evidently all farm organizations, still don't understand that as long as the clawback exists, RMP won't ever work. So the government sets a deadline of March 16 to enroll as a livestock producer, and less than two weeks later they announce caps. I assume our leadership knew about this in advance and consulted their producers accordingly.

I assume that if the cap is triggered all producers regardless of year-end or business structure will have their premiums reimbursed proportionally? Regardless of whether a payout is made or not? And in the year of said cap being triggered? Sorry, was wishful dreaming there on that last one...

It's simply not possible to get even close to any sort of "triggered cap" with RMP, simply because the AgriStability claw-back provision would keep it from ever happening. Sometime I'd like to meet whoever at OMAFRA designed RMP to be an advance on the Provincial portion of AgriStability - in one fell-swoop, this person allowed Government to take credit for something which, for all intents and purposes, isn't going to cost Government anything, while at the same time, completely bamboozling every farm group in the Province into thinking that this "pay two premiuims - get one benefit", is fair to farmers.
