When Peter Gould talks about "getting the right milk to the right plant at the right time", he is, of course, neglecting the most important part of the equation which is - "at the right price". In the fairy-tale world of supply management, however, the only time price matters is at the farm gate. What's worse is that in the eyes of dairy farmers, and DFO, the only time cost-of-production matters, is at the farm level - DFO doesn't give a rat's patooie about the cost of production equation faced by anyone buying milk from DFO, and it shows. All DFO cares about is delivering the product so they can collect their money.
