I think all OSPCA offices should be closed and if there is issues of animal abuse the first call should be to OPP who could work with farm organizations,livestock assoc's and accredited vet to resolve the issues . Because of fear of retaliation I wish to with hold my name because of my profession.

Why is a "registered" charity allowed to keep poor people's pets because the poor can't afford the fees to buy back a pet that got lost especially when most of the services are donated to it ie volunteer time, free food from manufactures, financial bequests and donations?
Isn't a business required to help the poor as an original mandate when setting up the charity and forever in order to keep their income tax charitable status?
Is the SPCA in conflict of interest?
