Actually, a blue eyed child can born from parents with brown eyes if both parents are heterozygous. So this happens pretty regularly, without breaking any of the normal laws of inheritance. I compared it to inheriting the gene for brown eyes but yet possessing blue eyes, which would be very unusual.
