Just cut all direct to farmer payments period, including crop insurance, RMP, advance payment, etc. The smaller (<250 K gross) would be better off that way.

The larger operations always make out better with these programs. The equipment manufacturers , seed and chemical companies all support these programs to keep the money flowing through rural Ontario. Most is capitalized into land values. Very little does any help for the farmer and could be argued, makes us less efficient and less market responsive (which compounds the problem). The money that goes into the programs and the money spent lobbying for them is substantial and could be spent more effectively elsewhere.
